About the Role

What the role involves.

Every register accumulates them: the returned envelope, the uncashed dividend check, the shareholder who moved three times since the stock was issued. Unclaimed property is where a transfer agent’s federal obligations, fifty-plus state regimes, and a genuine human duty meet, because behind every dormant position is a person or an estate that has lost track of something they own.

The Unclaimed Property Manager owns this function across EST’s issuer base: the SEC Rule 17Ad-17 search program for lost securityholders and unresponsive payees, state dormancy tracking and due diligence, escheatment reporting and remittance, and the proactive research that reunites holders with their property before a state ever has to hold it. We measure this seat on two things: airtight compliance, and how often we find the person.

We are a small firm doing consequential work; the bar does not flex.

What You'll Do

Responsibilities.

  • Run the Rule 17Ad-17 program: identify lost securityholders from returned mail, execute the required database searches on the prescribed timetables, document the results, and manage unresponsive-payee follow-up on uncashed checks.
  • Track dormancy across all applicable state unclaimed property regimes, maintaining the calendar of dormancy periods, due diligence windows, and report deadlines for every state in which our issuers’ holders reside.
  • Prepare and file state unclaimed property reports in NAUPA format, reconcile remittances of cash and securities positions, and maintain the audit trail behind every escheated position.
  • Design and send statutory due diligence mailings, and go beyond them: use research databases, public records, and modern search techniques to locate holders and heirs before property escheats.
  • Coordinate with issuers and their counsel on escheatment policy, holder outreach campaigns, and the handling of estates, custodial accounts, and restricted positions.
  • Manage state audit and voluntary disclosure matters if they arise, working with counsel and third-party administrators.
  • Build the tooling: dormancy dashboards, exception reports, search-and-match workflows, and AI-assisted research pipelines that make one person effective across thousands of positions.
  • Document procedures so the program’s knowledge lives in the process, and report program metrics to leadership, including the number we care about most: shareholders found.
What We're Looking For

Requirements.

  • Excellent technical skills. This is a core requirement. Strong Excel and data handling for reconciliation and NAUPA file preparation, comfort with database software and reporting tools, and demonstrated fluency with modern tooling, including AI-assisted workflows for search, matching, and document handling, applied with judgment.
  • Excellent research skills. Equally core. You should have a track record of finding people and facts others could not: skip tracing, genealogy-style estate research, public records work, or comparable investigative research, with the persistence to exhaust a trail.
  • Working knowledge of SEC Rule 17Ad-17 obligations and multi-state unclaimed property law: dormancy periods, due diligence requirements, NAUPA reporting, and the differences that matter across major states, including New York’s Abandoned Property Law.
  • 5+ years in unclaimed property, escheatment, transfer agent operations, or a closely related compliance function.
  • The precision to run a zero-defect statutory calendar across fifty-plus jurisdictions, and the temperament to treat every dormant account as a person to find, not a line to file.
  • Preferred: experience with unclaimed property software platforms or third-party reporting services, transfer agent recordkeeping systems, and state audit or VDA processes.
